Charles Edward “Chuck” Kleckley joined Adams and Reese as a Government Affairs Advisor in 2016 after completing his four-year term as Speaker of the Louisiana House of Representatives. As a leading advisor to the Adams and Reese Government Relations Practice Team, Chuck brings a wealth of legislative, strategic, business, finance and economic development experience that is valuable to clients looking to accomplish their goals.

In addition to presiding as Speaker from 2012 to 2016, Chuck represented District 36 in southwestern Calcasieu Parish, Louisiana – home of his native Lake Charles – from 2005 to 2016. Prior to being elected to the Louisiana legislature, he served on the Calcasieu Parish Police Jury from 2000 to 2005, including serving as President in 2003. In addition to serving as an honored legislator in the state of Louisiana, Chuck is a successful self-employed businessman, developer and real estate investor. He has owned and operated numerous small businesses in Louisiana for more than 35 years, including a successful chain of convenience stores.

As former Speaker and House Representative, Chuck’s significant legislative successes and sponsored/co-sponsored legislation include:

  • Working with House Republicans and former Louisiana Gov. Bobby Jindal to pass a historic educational reform package that established a statewide voucher program for private school tuition, reduced roadblocks in creating charter schools, expanded online schools and systematically restructured the public financing of education.
  • Facilitating the passage of Louisiana State Constitutional Amendment #2, which fortified existing gun rights in the state, essentially providing the strongest protection of the right to keep and bear arms of any jurisdiction in the United States.
  • Sponsoring legislation that ultimately expanded the functions of Louisiana’s Lake Charles Harbor and the Terminal District (Port of Lake Charles).
  • Championing for Louisiana coastal issues, from natural resource protection to conservation.

During his legislative terms, Chuck also served on several Louisiana House and Joint committees including the State Bond Commission, the Legislative Budgetary Control Committee, the Revenue Estimating Conference, the Joint Committee on the Budget, the Joint Capital Outlay Committee, the Interim Emergency Board, the House Executive Committee, the Legislative Audit Advisory Committee, the Louisiana Workers’ Compensation Commission, the Louisiana Citizen’s Property Insurance Corporation, and the House Insurance Committee, for which he is a former Chair.

Chuck is an experienced business financier with special interest in promoting economic growth and business development ventures throughout his native Calcasieu Parish, Louisiana and the United States. Throughout his legislative appointments, Chuck has cultivated deep insights into legislative and regulatory processes and into navigating the complex relationships across local, state and federal governments.

Born and raised in Lake Charles, Chuck attended McNeese State University and graduated with a Bachelor of Science degree in Business Finance. In his spare time, he enjoys spending time with his wife Laurie, their three children and their four grandchildren.
