Cynthia “Cindy” Mitchell Barnett joined Adams and Reese in 2005 after practicing in Nashville since 1983. She is a senior public finance partner and regularly serves as bond counsel and issuer’s counsel. She has provided counsel for several landmark financings in the City of Nashville, from LP Field to the Schemerhorn Symphony Hall to the Metropolitan Nashville Airport and the addition of hundreds of affordable residential housing units.
Known for her work in the area of multi-family housing, Cindy has represented issuers, borrowers, underwriters, banks and trustees. Representative clients include the Metro Nashville Health and Educational Facilities Board and the Metropolitan Nashville Airport Authority.
Her significant contributions include:
- Complex public finance matters ranging in aggregate principal amounts of $100,000 to $500 million issued. Her work has ushered in the first variable rate programs in the State of Tennessee for cities and counties, the first educational and hospital pools in Tennessee and the first swap transactions in the State of Tennessee.
- Counsel for a variety of tax-exempt structures utilized in the financial markets, including revenue and tax municipal bonds, certificates of participation, credit enhancement vehicles, multi-modal rate structures, pooled transactions, refunding issues, leases and derivative products.
- Representing multiple institutions such as health and educational tax-exempt organizations, aviation, corrections, industrial development, sports and convention facilities and housing.
- Knowledge and experience with domestic and foreign financial institutions that provide credit and liquidity facilities to support municipal obligations.
Cindy played a key role in adding the Nashville office to Adams and Reese and served as Partner in Charge in Nashville from 2005 to 2008. She currently serves on the firm’s Expansion Committee. She has served as a member of Tennessee's Department of Human Services Advisory Council, Juvenile Court Pro Bono Program and the Board of Directors for St. Patrick’s Homeless Shelter. She is a Fellow of the Nashville Bar Association and also served as a member of the Funding Board for the Music City Center Project.
