At Adams and Reese, Bowsher began in 2009 as Special Counsel and has risen to Partner at the firm. He is a former senior U.S. Department of Commerce official in the Bush administration, advising U.S. government officials and co-leading U.S. engagement with the Peoples Republic of China on transparency in government as part of the Strategic Economic Dialogue.

He also spends time in the firm's DC office on governmental relations matters. Bowsher also assists technology companies in a variety of commercial transactions, including the formation of strategic alliances, and in assembling suites of form documents—e.g., license, reseller, OEM, professional services and maintenance agreements—for use by their sales forces.
He served as a judicial clerk for Judge William H. Yohn, Jr. of the U.S. District Court for the Eastern District of Pennsylvania.
