House Majority Leader Eric Cantor released a memorandum outlining the House’s planned legislative agenda for the coming summer months. Cantor stated that the agenda would emphasize "job creation and the economy, reducing spending, and shrinking the size of the federal government". According to the memorandum, floor time will be spent on issues such as the fiscal 2013 spending bills, extensions of the expiring tax cuts, energy production and also a legislative response to the Supreme Court’s ruling on the 2010 health care law. Legislation reauthorizing the Food and Drug Administration (FDA) user fee programs as well as various pieces of national security legislation is expected. As early as next week, an intelligence authorization bill (HR 5743) will be on the House schedule. Sometime next month the House also plans to consider two bills (HR 4471 and HR 4480) from the Energy and Commerce Committee. Both bills are responses to this spring’s gasoline price increase.
Cantor’s memo failed to mention some major pending legislation. The memo did not mention the surface transportation reauthorization, a farm policy rewrite, or a renewal of the federal domestic abuse law. It also had no reference to the fiscal 2013 defense authorization or the current debate on extending a reduction in student loan interest rates.
