Jim Porter joined Adams and Reese in 2010 following the firm's expansion into Tampa. He has been practicing law since 1990 and is board certified by The Florida Bar as an expert in City, County and Local Government Law. His practice focuses on zoning, land use and governmental relations, including governmental contracts and procurement.
Jim has experience in all aspects of land use law including Developments of Regional Impact (DRIs), zoning, comprehensive planning, Development Agreements, transportation, the Bert J. Harris Act, and the drafting of Land Development regulations. He also has experience with the wireless communication industry, including zoning cases and laws involving cellular towers.
Jim's significant contributions include:
- Formerly with the Hillsborough County Attorney's office from 1990-2004, and was the Chief Assistant County Attorney for the Land Use Section.
- Extensive experience with quasi-judicial land use and zoning hearings before County Commissions, City Councils, Hearing Officers and planning and zoning boards.
- Recognized in Florida Super Lawyers® in the area of Land Use and Zoning from 2006-2009.
In the community, Jim serves as Chairman of the Arts Council of Hillsborough County; Chairman of the Tampa Theater Transition Committee; and on the Board of Directors of the Performing Arts Center.
Jim was also recently appointed to the Board of Directors of Leadership Tampa alumni for a three-year term and was a member of the Class of 1999. He is a former member of Leadership Hillsborough, class of 1995.
In his spare time, Jim likes running, politics and traveling.
