Lisa E. Maurer

Special Counsel

Lisa E. Maurer joined the Adams and Reese New Orleans office as Special Counsel in the Transactions and Corporate Advisory Services Practice Group in 2016. She brings with her more than 25 years of experience in public finance law, representing local governments, conduit issuers, non-profit entities and other private business entities in various public finance projects. Most recently, Lisa served as in-house counsel, Director of Contract Management, and EPA Quality Assurance Manager for the University of New Orleans Research and Technology Foundation, Inc.

Among Lisa’s experience, she has:

  • Amassed more than two decades of experience serving as bond counsel and underwriter’s counsel to various local and state government organizations in numerous public finance projects.
  • Served as bond counsel on public finance projects involving conduit financing for multi-family housing facilities, economic development facilities, colleges and universities, and state-wide loan programs.
  • Served as underwriter’s counsel to numerous national, regional and local investment banking firms on projects involving single family housing programs, utility revenue financings, sales tax financings, hotel occupancy tax financings, student loan financings, cash flow borrowing programs and project revenue financings.
  • Served as in-house counsel for a local non-profit real estate entity and was responsible for all legal documents, construction contracts, negotiation of all commercial leases for tenants, vendor contracts, corporate governance documents, architect contracts, and others. She gained wide-ranging knowledge of nonprofit rules and regulations and served as an advisor to the Board of Directors and various committees on leasing and real estate matters.

Lisa began her career serving as Corporate Counsel and Program Administrator for a Baton Rouge-based brokerage firm. As Counsel, she handled preparation and review of all legal contracts, program administration agreements, brokerage contracts and other documentation associated with the firm’s programs. As Program Administrator, she provided oversight on statewide pooled financing programs and budget analysis of local governments and working capital programs.

Professionally and in the community, Lisa is active with both the Louisiana State Bar Association and the New Orleans Bar Association. She previously participated as a panelist at the National Association of Bond Lawyers Annual Conference. Lisa has been recognized as a Best Lawyer® in Public Finance and, in 2004, was honored among the New Orleans CityBusiness “Women of the Year” finalists.

Lisa earned her J.D. from Louisiana State University’s Paul M. Hebert Law Center and her B.A. in Criminology from LSU.
