This afternoon, the House of Representatives adopted the conference agreement on the Fiscal 2012 Omnibus, a spending package comprised of the 9 remaining appropriations bills (HR 3671). Additionally, the Omnibus includes H.R. 3672, which provides $8.12 billion for disaster aid and recovery assistance, and H. Con. Res. 94, which contains offsets for disaster funding. Both of the disaster funding measures passed in the House as well. The total discretionary funding in the Omnibus amounts to $915 billion, while individual Agency funding is as follows:
- Defense: $518.1 billion
- Energy and Water: $32 billion
- Financial Services: $21.5 billion
- Homeland Security: $39.6 billion
- Interior-Environment: $29.2 billion
- Labor-Health and Human Services-Education: $156.3 billion
- Legislative Branch: $ 4.3 billion
- Military Construction-Veterans Affairs: $71.7 billion
- State and Foreign Operations: $42.1 billion
After passing the conference agreement and the two disaster funding measures, the House unanimously passed a 3 day Continuing Resolution (HJ Res 25) to prevent a possible government shutdown. The new 3 day CR allows the Senate additional time to read and vote on the legislation. The previous CR was set to expire at midnight tonight. The Senate is expected to pass the Omnibus conference agreement and the initial disaster funding measure, but not the offsets resolution.
