Raymond L. Bell, Jr.

Government Relations

Raymond L. Bell, Jr. joined Adams and Reese in 2016 as Special Counsel in the Special Business Services Practice Group in the firm’s Mobile office. He brings with him more than 15 years of experience practicing law and handling matters for both public and private sector clients. Raymond focuses his practice primarily in government relations, counsel to public entities, public finance, economic development and litigation. He also serves as a civil litigation mediator in various Mobile County Circuit Court matters.

Among Raymond’s significant achievements and/or representative matters, he:

  • Served as Chair, Vice-Chair and member of the State of Alabama Ethics Commission
  • Serves as a Special District Court Judge for Alabama’s Thirteenth Judicial Circuit
  • Serves as a member of the Criminal Justice Act Panel for the U.S. District Court for the Southern District of Alabama
  • Served as an Assistant Alabama Attorney General for the Alabama Department of Transportation and an Administrative Law Judge for the Alabama Certificate of Need Board
  • Licensed as a Municipal Securities Representative

Raymond began his career working in the public sector in various roles for the State of Alabama. He previously served as Assistant to the President Pro Tem of the Alabama Senate, Assistant to the Lieutenant Governor of Alabama, a member of the Governor’s Transition Team, and Appointment Secretary for the Governor of Alabama. He has also previously served on the City of Mobile Mayor’s Transition Task Force.

Raymond has also worked as an investment banker for a multi-state investment services firm in the area of public finance. He specialized in public finance for cities, counties, states, authorities, governmental agencies and not-for-profit corporations.

In the community, Raymond is active in a number of community outreach organizations and pro bono initiatives. He is involved with the Alabama School of Math and Science, United Way of South Alabama, Goodwill Easter Seals, Salvation Army, Roger Williams Boys and Girls Club, Dearborn YMCA, Nobles Group Homes and the Mobile Housing Board’s SWEET-P Summer Work Employment Experience Training Program, among many others. Raymond is also an alumnus of both Leadership Alabama and Leadership Mobile programs.

Additionally, he is member of the Alabama State Bar, Mobile Bar Association, Alabama Lawyer Association and the American Bar Association.

Raymond earned his J.D. from Faulkner University’s Thomas Goode Jones School of Law. He earned his B.S. in Political Science from the University of Montevallo.

In his spare time, Raymond enjoys spending time with his family, working on his family’s pecan orchards and fish farms, and cooking.
