Adams & Reese Advisor Laura DiBella Confirmed as Commissioner of Federal Maritime Commission

Adams & Reese congratulates Government Relations Advisor Laura DiBella on her appointment as Commissioner of the Federal Maritime Commission (FMC). DiBella was nominated by President Donald Trump and confirmed by the U.S. Senate on December 18, 2025 for a term expiring June 30, 2028.
DiBella’s nomination reflects a career shaped by leadership across Florida’s maritime, trade, and economic development sectors. She was Florida’s first female Secretary of Commerce; she also served as President and CEO of Enterprise Florida, Executive Director of the Florida Harbor Pilots Association, and Port Director for the Port of Fernandina. Throughout her professional career, she has advised industry, government, and international partners on regulatory issues, supply chain operations, and economic growth strategies.

During her Senate hearing, DiBella emphasized her commitment to the FMC’s mission and to upholding the Ocean Shipping Reform Act of 2022. She highlighted the importance of addressing maritime and inland transportation challenges that continue to affect shippers, carriers, and port operators nationwide.
Since joining Adams & Reese as a Government Relations Advisor in 2024, DiBella has advised clients on legislative strategy, government relations, site selection, economic development initiatives, and international trade engagement. Her experience also spans venture capital, public-private partnership development, and her work with domestic and international companies seeking to expand in Florida.
DiBella will transition from Adams & Reese to assume her responsibilities as Commissioner in Washington DC, where the firm operates at the intersection of business and government.
