Overview

Kyle Rea serves as the firm’s OSHA Team Leader, advising employers on workplace health and safety matters, and maintains a broad construction law practice. His experience spans construction litigation, lien and bond law, contractor licensing, contract drafting and negotiation, white-collar criminal defense, and internal business compliance.

As OSHA Team Leader, Kyle counsels construction employers on compliance with the Occupational Safety and Health Act and applicable state-plan counterparts. He assists clients with incident response and investigations, including fatalities and serious injuries, manages OSHA inspections and employee interviews, and defends citations from informal conferences through contested hearings/appeals before the Occupational Safety and Health Review Commission. His work includes developing safety programs and job hazard analyses; advising on multi-employer and controlling-employer issues; and navigating complex standards involving fall protection, electrical safety, crane and rigging operations, trenching and excavation, silica exposure, confined spaces, and related areas. Kyle also advises on OSHA recordkeeping and Forms 300 and 301, site-specific and contractor safety plans, disciplinary policies, abatement strategies, and corporate-wide settlement agreements.

Kyle maintains a robust contractor licensing practice representing contractors, subcontractors, design professionals, and construction managers at all stages of licensure. He advises clients on initial and reciprocal licensing, qualifying agent and financial responsibility requirements, company restructuring, and ongoing compliance with state and local regulatory frameworks. He regularly defends clients in licensing investigations and administrative proceedings involving allegations of unlicensed activity, misrepresentation, financial mismanagement, and scope-of-work violations. Kyle also guides clients through license applications, renewals, and disciplinary resolution before state and local boards, and works closely with project teams on licensing strategy for bid pursuits, joint ventures, and complex multi-state operations.

Kyle is recognized by his peers through inclusion in Florida Super Lawyers for Construction Litigation and Best Lawyers® Ones to Watch for Construction Law: Litigation.

A Florida native, Kyle was introduced to the construction industry through his family of electricians, engineers, and general contractors. He attended Auburn University, where he met his wife, whose family of engineers operates a construction company in Tennessee.

Kyle began his legal career as an Assistant State Attorney for Florida’s Sixth Judicial Circuit, where he spent nearly five years prosecuting felony, misdemeanor, and juvenile cases, taking more than twenty-five cases to trial. In that role, he handled several white-collar construction matters, including cases arising during declared states of emergency. While in law school, Kyle clerked with the Florida Office of the Attorney General, Office of Statewide Prosecution.

Outside of his practice, Kyle enjoys golfing and spending time with his wife and three daughters.
