Overview
Robert L. Rieger, Jr. advises clients in government relations and related litigation matters in Louisiana and Washington, D.C. He focuses his practice on the needs of individuals and companies in the public utility, telecommunications, electricity generation, and health care industries as well as addressing corporate law, governmental ethics, campaign finance and general administrative law issues. He devises and implements legislative and litigation solutions designed to curb agency overreach and promote a level playing field for entities subject to governmental or professional licensing or regulation.
Rob has represented a diverse array of clients before numerous governmental bodies, including the Louisiana Legislature and state agencies, the Federal Trade Commission (FTC), Federal Communications Commission (FCC) and the Federal Energy Regulatory Commission (FERC). He advises clients at any stage of interaction with government entities – rendering advice before initial agency inquiry, advising on legislative strategy, negotiating with regulators, or, if necessary, pursuing litigation against government entities. He has argued multiple cases before the Supreme Court of Louisiana.
Prior to joining Adams & Reese, he was general counsel to the Louisiana Public Service Commission, which regulates hundreds of jurisdictional electrical, water, gas, telephone and sewer entities. Before that, he served as general counsel to the Louisiana Bankers' Association, where he edited Louisiana Banking Laws, lobbied, and submitted amicus curiae briefs on banking law issues.
Presentations
Rob annually presents numerous seminars and talks on diverse topics in governmental ethics, health care, administrative law, regulated utility law, current legislative developments, and related matters.
