Overview
The Adams & Reese Government Relations Team has more than 75 attorneys and advisors across eight state capitals, including DC. We provide advocacy, lobbying, support, and legal counsel at the local, state, and federal levels to companies, trade associations, municipalities, city and county governments, parishes, universities, and nonprofits.
The firm’s GR team members include former members of Congress, former state legislative leadership, former staffers, and a former U.S. Ambassador.
The GR team’s services include a range of government relations needs, including: lobbying; congressional oversight; interests before government departments, agencies and legislative bodies; research and policy analysis; drafting or delivering of testimony; preparation and distribution of advocacy material; grassroots support; and understanding of regulatory issues, tax codes, public and private finance, economic development incentives, and the many multi layers of the matrix that make up the intersection of business and government.

Our team closely tracks and analyzes federal legislation and any regulatory moves that might carry ramifications for clients. Then we proactively reach out to communicate with our clients about those changes or proposed changes. We’re focused on helping our clients get out in front of the issues before they arise.
DEFINING STRENGTHS
Among other functions, our lawyers and government relations professionals put their skills, experience and knowledge base to work to:
- Analyze specific business and other strategic objectives;
- Evaluate and manage political risks;
- Promote interests before government departments, agencies and legislative bodies, in the diplomatic community and in broader policy arenas;
- Undertake research and policy analysis, draft or deliver testimony, and prepare and distribute formal and informal advocacy material;
- Draft, monitor, promote and report on legislation; and
- Build grassroots support and address cross-jurisdictional policy issues by working with our state and local governmental relations professionals.
Adams & Reese ranks No. 77 among the nation’s “Top-Performing Lobbying Firms,” according to Bloomberg Government which analyzes the Lobbying Disclosure Act reports from registered lobbying firms that filed with the U.S. House and Senate.
Experience
- Represented the world’s largest human resource membership organization to create an alliance advocating for employers at the federal level. Our team assisted this alliance with addressing conflicts that existed from different interpretations at various executive branch levels, including the Department of Labor, National Labor Relations Board, Equal Employment Opportunity Commission, and Occupational Safety and Health Administration. The work included developing a comprehensive advocacy plan, including engagement with congressional committee staff and executive agencies, while identifying and addressing critical issues.
- Consult with and lobby for a State Ports Authority for federal grant opportunities, particularly capital-related projects. Our team provides comprehensive guidance on grant strategy, partnerships, and application verbiage.
- Represent a national shipbuilder's trade association in advocating for the U.S. shipyard industry. Our federal team has assisted in legislation aimed at enhancing the industry's infrastructure, which will positively impact the industry for decades. We also advocate for the Jones Act and the economic benefits of using U.S.-built, owned, and crewed ships for commerce.
- Represented a large oil and gas exploration company in resolving a pipeline dispute and securing necessary federal clearance when two pieces of munition found near the pipeline forced a production halt. Our team worked with the Department of Defense, Department of the Interior, and the Environmental Protection Agency to secure necessary munitions clearance. We also had to work with the Department of the Navy’s munitions ordinance team to create an entirely new process for this uncharted territory to remove the explosives.
