Bloomberg Government Ranks Adams & Reese Among Nation’s Top Lobbying Firms in 2025
Published: Apr 20, 2026
The Bloomberg Government report analyzed year-end 2025 Lobbying Disclosure Act filings received as of March 27, 2026. To be included in the report, lobbying firms were required to disclose at least $1.3 million in 2025 revenue and to have filed lobbying disclosure forms with Congress for all four quarters of the reporting year. Bloomberg also evaluated firms on additional criteria, including year-over-year revenue growth, revenue ratios per lobbyists, growth in average revenue per client, and strong short- and long-term client retention rates.
The firm’s ranking comes after a historic year for the industry, with Federal lobbying spending reaching a record high of $5 billion in 2025, according to OpenSecrets. Bloomberg’s own analysis placed total lobbying spending even higher, at $5.3 billion, driven by a new administration and new Congress taking control of the federal government. Major industries hired Washington lobbyists in record numbers to navigate sweeping policy developments, including global tariffs, tax legislation, and the rise of artificial intelligence. Notably, Adams & Reese's federal lobbying revenue increased from the prior year, reflecting the broader national trend of record growth across the lobbying industry – a result largely driven by the firm’s strong nationwide client relationships.
The Adams & Reese Government Relations Team, a subsection of the firm's IBG Practice Group, has more than 75 attorneys and advisors located across eight state capitals, including Washington, D.C. The GR team – whose members include former members of Congress, former state legislative leadership, former staffers, and a former U.S. Ambassador – offers a broad range of services, including lobbying, congressional oversight, representation before government departments and legislative bodies, policy analysis, testimony preparation, grassroots support, and guidance on regulatory, tax, and economic development matters. They represent clients at the federal, state, and local levels by providing advocacy, regulatory guidance, support, and legal counsel to companies, trade associations, municipalities, governments, universities, and nonprofits.
