Overview

Ashley Harbin is a seasoned advisor specializing in navigating the intersection of law, government, and public policy. With a decade of legislative experience and a strong legal background, Ashley excels at addressing the most complex, politically sensitive challenges faced by her clients.

Ashley provides strategic counsel to a broad spectrum of clients, guiding them through governmental relations and advocacy efforts at the state and local levels, including lobbying before the Tennessee General Assembly. Ashley is skilled at identifying legislative priorities, drafting bills, and advancing her clients' interests before state agencies and lawmakers. She has worked across a diverse range of industries, organizations, and trade associations, leveraging her experience as legislative counsel to drive impactful policy outcomes.

Drawing on her experience at Tennessee’s Capitol, Ashley serves as an effective bridge between industry and government, helping legislators and regulators understand the practical impacts of policy and legislative proposals on businesses and stakeholders.

Ashley’s practice has naturally expanded into crisis management, where she helps clients respond decisively when legal, political, and reputational risks converge. Drawing on her deep government relations experience, Ashley counsels clients through high-stakes situations that demand coordinated legal strategy, stakeholder engagement, and real-time communication with policymakers and the public. Her ability to anticipate legislative and regulatory responses gives clients a critical advantage when navigating moments of heightened scrutiny.

Before joining Adams & Reese, Ashley served as Policy Advisor and Legal Counsel to Tennessee Senate Majority Leader Jack Johnson, where she played a pivotal role in shaping policy, drafting legislation, and advising on legal and legislative matters. In addition to her work in the Tennessee General Assembly, Ashley built upon her experience in politics as Director of Finance for the Tennessee Republican Party.

Ashley holds a Juris Doctor from the Charleston School of Law and a Bachelor of Arts in Communications from the University of Tennessee. A native of Dandridge, Tennessee, Ashley has strong ties to the east Tennessee community.
